Ministerial Decision 244 of 2025

The Ministry of Finance of U.A.E published Ministerial Decision No. 244 of 2025 on the Implementation of the Electronic Invoicing System.

The decision states the following:

Sets a voluntary pilot program for e-invoicing implementation.

Defines implementation phases as per below:

Phase I:  Businesses with revenue AED 50 million or more should appoint and accredited service provider by 31/07/2026 and implement by 01/01/2027.

Phase II:  Businesses with revenue less than AED 50 million should appoint and accredited service provider by 31/03/2027 and implement by 01/07/2027.

Phase III:  Government entities should appoint and accredited service provider by 31/03/2027 and implement by 01/10/2027.
